Sixteen Lower Hudson public authorities are delinquent on financial reports

Sixteen public authorities in Westchester, Rockland and Putnam counties are among 149 statewide that failed to file one or more required financial reports as of Jan. 24, 2014, according to a report released today from the state Authorities Budget Office. The delinquent authorities—91 of which are local development corporations—are considered out of compliance with accountability, transparency and reporting requirements of state law. Thirty-six of the 149 are local public authorities, 14 are industrial development agencies and five are state authorities.

Release of the list is an official warning to the directors and management of the authorities, according to the Authorities Budget Office. The agency could take additional enforcement action against authorities that fail to correct the delinquency and submit the necessary reports.

These are the local public authorities and the reports that weren’t filed:
Haverstraw Urban Renewal Agency, annual report due March 31, 2013
Mount Vernon Urban Renewal Agency, budget report due Nov. 1, 2013; annual report due March 31, 2013; audit report due March 31, 2013
Ossining Urban Renewal Agency, budget report due Nov. 1, 2013; annual report due March 31, 2013; audit report due March 31, 2013

White Plains Urban Renewal Agency, annual report due Sept. 30, 2013

Putnam County IDA, budget report due Nov. 1, 2013

Most of the delinquent authorities have annual reports or audit reports that remained uncertified and were not submitted more than 60 days past the statutory reporting deadline, or have not certified and submitted a budget report more than 90 days after the reporting deadline.

Six local authorities are among 57 statewide that haven’t filed any budget, annual or audit reports for the most recent reporting period.

The Mount Vernon LDC and the New Rochelle LDC have indicated they intend to dissolve, but they have not completed the formal dissolution process. Until they do that, they are subject to public disclosure, reporting and corporate governance provision of the Public Authorities Law.
